There's a working-class neighborhood on the outskirts of Cochabamba, Bolivia. By day, it looks like little more than a washed-out collection of brick houses, dusty plazas, and tired vendors. By night, many residents are afraid to walk down the street. It's the last place you would think of finding an arts space — but think again.
